The FDOT Transit Office initiated the RAPTS program in 2002. CUTR, under contract with the FDOT has established the content of the program. CUTR staff are also responsible for the management and research duties of the various RAPTS tasks.

The Lehman Center for Transit Research (LCTR) at Florida International University (FIU) has provided technical expertise in web page design and database management. In addition, Fabian Cevallos, FIU is the manager for the data mining portion of the RAPTS program.

The Florida Transit Planning Network (FTPN) is an organization that was originally part of the RAPTS program, but since has developed as a separate entity. A close association still exists and therefore a link to the FTPN site is provided on this website.
